NATIONAL T&D CONFERENCE FOR LAs – THURSDAY 19th MARCH 2009

Action: Invitation to workforce leads

The audience for this conference are the workforce leads in LAs as this is the high-level strategic T&D conference for the year, as opposed to the CPD leadership project conference being held in the summer. There are some places available, however, for workforce leads to bring along a colleague if they so wish.

Copies of the Common Assessment Framework and Schools (reference IW45/0708) and the Lead Professional Role and Schools (reference IW46/0708) are available to order by calling 0845 6060 323 or e-mailing publications@tda.gov.uk

The leaflets look at what the Common Assessment Framework is, the role of the lead professional, the benefits of this way of working and how they both relate to schools and school staff. The documents will be relevant to anybody working with schools and local authorities on :-

-the Swift and Easy Access to Targeted and Specialist Services as part of the Extended Schools full core offer
-the Targeted Youth Support reforms

REGIONAL EVENTS – UNDERSTANDING THE USES OF NATIONAL OCCUPATIONAL STANDARDS FOR SUPPORTING TEACHING AND LEARNING IN SCHOOLS

Are your schools looking for support to manage and deploy support staff more effectively?

The TDA is hosting workshop events that will help you to support your schools to:

• identify the skills and knowledge you need from your support staff
• quickly produce bespoke job descriptions for support staff roles
• create effective performance review processes for support staff to develop their potential
• ensure that training and development is matched to the needs of the individual and the school

The workshops will introduce the new occupational standards for staff that support teaching and learning in schools (NOS STL) and the TDA’s online guidance to the standards. The workshops will highlight how the NOS STL are helping schools to adapt, change, improve and develop the specific skills they need to support excellent teaching and learning opportunities for all young people.

The workshops will provide delegates with an opportunity to:
• gain a greater understanding of the NOS STL and how they can be used to manage the different stages of support staff recruitment, development and progression
• become aware of the tools and guidance available to use the standards effectively
• see how the national occupational standards can be used to support the tasks that local authorities and schools already do

The information from the event can be used to inform local authorities’ training events.

The dates for these events are:

London – either Wednesday 12th or Thursday 13th November
Yorkshire and Humberside – Tuesday 18th November – Leeds
South East – Wednesday 19th November - London
West Midlands – Thursday 20th November - Birmingham
East Midlands – Thursday 20th November - TBC
North West – Friday 21st November - Warrington
North East – Monday 24th November - Durham
East – Tuesday 25th November – Cambridge
South West – Wednesday 26th November - Taunton

To register for these workshops please email remodellingevents@tda.gov.uk with the subject line ‘NOS events’ with the date of your preferred workshop, the name/s, job title, organisation, email address and telephone number of each delegate you wish to book a place for. Please also include details of any dietary requirements. (If you are unable to make the date of the event in your region you can book onto another event.)

Joining instructions, which will include venue details and the agenda for the day, will be sent by email nearer the time.

CURRENT TENDER FOR MATHS AND SCEINCE COURSES

Action: Please can you make any appropriate CPD colleagues in provider institutions/private organisations aware of the tender outlined below, and that the deadline for receipt of bids is noon on November 11th
The TDA has issued an invitation to tender for one, or both, continuing professional development courses outlined below:
• Science as an additional specialism (SASP) – chemistry/physics is aimed at chemistry or physics teachers without a PGCE or first degree in these subjects
• The Mathematics Development Programme for Teachers (MDPT): is aimed at mathematics teachers without a PGCE or qualification above A-level in the subject
The courses will develop participants' subject and pedagogical knowledge in chemistry, mathematics or physics. On successful completion, participants will be able to teach their subject more effectively with competence, enthusiasm and confidence to learners aged 11–19 years in schools or further education colleges.
How to bid for this grant award:

Interested parties should contact the Procurement and Contracts Management Team by e-mail at contracts@tda.gov.uk , or by post at the Training and Development Agency for Schools, 151 Buckingham Palace Road, London, SW1W 9SZ, quoting the reference T35162 for SASP and T35163 for the MDPT. Electronic copies of the grant pack are not available.
The deadline for receipt of bids is noon on 11 November 2008. Successful applicants will be notified in January 2009 to run courses from summer 2009, subject to a yearly review

CWDC LAUNCHES PR CAMPAIGN

The Children’s Workforce Development Council’s (CWDC) is launching a new monthly e-bulletin with information about integrated working.
It will contain top tips for practitioners, as well as useful case studies and other resources to promote integrated working. It is part of a six month PR campaign which will focus on one of six elements each month. Elements are: the common core, information sharing, lead professional, common assessment framework, multi agency working and leadership and management.

ROUND 9 THRESHOLD GUIDANCE - PUBLISHED BY THE DCSF

The DCSF has now published the Round 9 Threshold Guidance for use in the year 08/09. This is available at the following link:

Section 19 of this document outlines the changes to the threshold process from 1 September 2009 [Round 10] and its impact on performance management. This should be read in conjunction with WAMG Note 21 published recently and also attached.

NEW WORK PERMIT ARRANGMENTS: SPONSOR LICENCE NEEDED BY SCHOOLS AND LAs

Action: Please circulate

The current work permit arrangements end in late November 2008; the exact date has not yet been announced. Once it is, from that date, all new applications and renewal applications from existing work permit holders will have to be made through the Points Based System. This means workers from outside the EEA/Switzerland will need a sponsor who will issue a certificate of sponsorship as opposed to applying for a work permit.

The implications for schools and local authorities are that they will need to hold a sponsor licence before they can apply to bring overseas trained teachers (OTTs) from outside of the EEA/Switzerland to the UK. Schools and local authorities who use OTTs should apply to the UK Border Agency for their sponsor licence by 1 October 2008 in order to avoid delays in bringing OTTs to the UK.

Deployment of Support Staff in Schools

Action: To read, urgently

WAMG social partnership has issued advice to schools and local authorities regarding appropriate support staff deployment, following a review of evidence concerning:

  • Inappropriate contractual arrangements;
  • Insufficient opportunities for support staff to use particular skills;
  • Confusion over cover arrangements;
  • Support staff without appropriate training and skills being required to supervise pupils or deliver specified work; and
  • Support staff being expected to undertake unpaid overtime.
